Abstract: In this paper I ask whether the shift in EU governance from centralized harmonisation to softer forms of co-ordination and disciplining between member states (peer review, monitoring and evaluation; exchange of best practice etc) can be fully explained by orthodox accounts that attribute it to the preferences of national governments. My hypothesis reverses this to ask whether the very expert networks upon which this mode of governance depends might in fact account for its (trans)formation; so that institutional change happens endogenously ('from within') and, once the trajectory is established, becomes self-reinforcing.
