Abstract: Hon. Winnie CHIU Wai-yin, Deputy Commissioner of Police (Management), Hong Kong Police Force

Ms. CHIU joined the Hong Kong Police Force as an Inspector in January 1983. She has served in a wide spectrum of posts encompassing criminal intelligence, narcotics, international liaison, personnel, training, divisional, district and regional command as well as operations and management policy and support.

In 1997, Ms. CHIU was a core member of the Implementation Team for the Security Arrangements of the Handover Ceremony and the World Bank / International Monetary Fund Annual Meetings held in Hong Kong. As Superintendent Operations (Special Duty), she was responsible for media liaison and related security matters.

Ms. CHIU was promoted to Chief Superintendent in 2006 and served as District Commander, Western District, then District Commander, Central District and Deputy Regional Commander, New Territories North. In 2011, she took up the post of Assistant Commissioner of Police, Support and later became the Regional Commander, Marine. Upon her promotion to Senior Assistant Commissioner in September 2014, she took up the post of Director of Management Services and later the Director of Personnel and Training. On 8 July 2017, Ms. CHIU was appointed the Deputy Commissioner of Police (Management).

Ms. CHIU holds a Master's Degree of Business Administration, a Master's Degree of Science in Training and Human Resource Management, a Diploma in Public Administration and a Graduate Certificate in Police Management. Ms. CHIU has attended development programmes at various institutions including the Harvard University Kennedy School of Government, USA; Bramshill Police Staff College, UK; Australian Institute of Police Management; Chinese Academy of Governance, Chinese People’s Public Security University, Tsinghua University and Fudan University. Ms. CHIU was awarded the Hong Kong Police Medal for Meritorious Service in 2010 and the Hong Kong Police Medal for Distinguished Service in 2017.
